ESA(IR) is dependant on income and savings ie. it is a means tested benefit. So if you partner is earning you may not end up with a payment. I assume that ESA was refused due to NI contributions. By claiming ESA(IR) you may get NI credit but I also may be wrong ( I often am )
Subject to getting a more sensible reply you may be advised
    a) put your details into ann online benefit calculator
    b) seek trained advice from CAM
