council breaking the law?

My daughter who has sen was taken on a trip from hereford to Cadbury World by a local youth club run by a charity set up for vulnerable people and left behind on her own with no one knowing until she rang me. She had been on her own for 1 hour and 40 minutes.
My council have refused to launch a full inquiry into this matter even though I have raised other serious concerns about the organisation of the trip.
I believe my council is breaking the law (section 42 The Care Act).
What can I do?
