PIP looks and what you have difficulty doing or what you need support with, so it depends on how many points you meet for their mobility section. Taking a PIP self-test can be useful to see what points you might be eligible for.

Exactly as Mike says, they can claim, but whether or not you can get the mobility component depends on the points scored in two of the PIP activities. One is mobilising, the other is planning & following a journey. As Lasian suggests, doing the self-test can help you check if the person concerned would score enough points: 8 for the standard rate & 12 for the enhanced. As Mike suggests, if they use a guide dog or a cane to get around outside then that in itself is relevant.
