PIP reassessment upgraded, should it be back dated?

hi, I have been in receipt of pip for about 3 years with my claim due to expire in June next year. Around March I was sent a basic form asking if my condition had changed I said no it was as I had described it in my original claim even though they had not agreed with everything I said. I had a f2f at the beginning of sept andrecieved a decision last week dared 23 Nov. I have been upgraded to enhanced but only from the 23 Nov. Surely this should bebackdated to, at the very least, the f2f if not the form completion?
