EHCP Tribunal appeal

Hi
My son is 4 year old and autistic. He is a mainstream primary school and only attends 1 hour and 30 minutes a day. We have just got his EHCP, we applied for a special needs school but we are told that there are no available places of our preferred school and that he’ll continue attending his current mainstream school till a position
becomes available.

His current school acknowledges that they can’t meet his education needs and that he’ll only attend half a day.
Any advice about these two points
Any advice about these two points
1. We’re planning to file an appeal to the tribunal based on section I and struggling express our thoughts in a more constructive manner. Any one got a template?
2. Can his current school limit his attendance to just half a day while the rest of his year group attend full time? Would that not mount to failure to meet his education needs and discrimination?
