I live in bungalow and council will not help me with man nextdoor . My officer is his friend I am frightened of this man and Surrey council know this

He keeps trying to have sex with me by saying he has lost mobile phone cards because because I have said no . He keeps banging making my dog bark . All he talk to him but they are friends

Sorry to hear what you're going through. As @CockneyRebel says - please phone 999 if you are immediate danger.
If it's not an emergency situation - you can call the police on 101 or find your local police station. Citizens Advice has more information on harassment.
If you don't feel that the council has dealt with with this correctly, then you can make a complaint.
