Yes I guess they would if you’re referring to an application for or change in circumstances to PIP -

I understand that mobility aids only refer to aids to walking, not to non-walking mobility aids. I don't know how the DWP would regard a full-time mobility helper.
I suggest you ask in Ask a benefits advisor category. -

Logically it should count but there is very little logical about PIP.

You get PIP mobility points for walking ability, not for moving around by wheelchair or scooter. The criteria are:
Unable to stand or walk at all = 12 points (enhanced rate)
Able to walk up to 20m aided = 12 points (enhanced rate)
Therefore, from what you say your husband would meet one of those two criteria.
Having to use a wheelchair or scooter most of the time of course would be strong evidence that your husband can hardly walk, as would the need for someone to be there all the time to help him to move in/out of the wheelchair/scooter. But wheelchair/scooter are not aids to walking - because they don't aid you to walk.
But, as I say, you can ask in Ask a benefits advisor category for an expert opinion. Or phone Scope helpline.
Disability Rights UK (DR) site has a good guide to PIP including the descriptors. And they publish a benefits Handbook, price £15 from their site.
It's a good idea to include a 7 day diary with your PIP application. DR site has a draft diary that you can adapt.
