Lack of investigation into formal grievance

I need advice regarding an issue at work. I have raised a formal grievance because of discrimination. My employer, the NHS, is refusing to acknowledge it as a formal grievance and only wants to discuss it informally.
They have delayed responding for nearly 3 months and so far have not investigated anything.
Any advice please?
